The Galactic Senate, executive and legislative branch of the Republic, pillar of democracy and honor, a great way to be unproductive. When you have hundreds of different races, representing different planets, with pretty much the same amount of power weighting their votes, it's very easy to have an intention and just the opposite to get something actaully done. Those who believed this instituition would be the unsullied dream for very longer were certainly not aware of how reality works, it was a fact that corruption would start to rise among their ranks; when you are this deep in bureaucracy, the only way to get things done is moving some pieces outside the chessboard. It's just the way things are, no matter how holy are your intentions, that's how democracy ends up being done. Do you want to pass a bill that'd bring profit to the poor people of your planet? Do you want to institute a hyperspace route that will bring wealth to the isolated planets of the outer rim? Sorry, you'll have to get through the intentions of the powerful Senators representing small planets, like Coruscant, Alsakan and Corelia, nothing really difficult, isn't it?
Two are the names of the moment: the white bearded bothan, Ursi Mineth'bar, one year ago the first non human elected to office, still gorging in his victory annexing the bountiful Naboo to the fold; he is well known for his impassiveness and often bluntness while taking session; say one thing about Ursi, say he gets thing done, no matter what.
